Putting gates on alleyways in Carlisle is being considered by a working group at a council in a bid to cut crime. People in many areas of the city support the possible move by Cumbria County Council, but there is also a need to keep highways open.
The group, made up of councillors and representatives from the local crime and disorder reduction partnership, will consider the various options.
A study showed that a similar move in Merseyside had reduced burglaries.
"The group will consult with a variety of organisations as well as owners of the alleys," said chairman of Cumbria County Council's local committee for Carlisle.
"As it stands, the legislation isn't perfect, but with local determination we can meet the wishes of the community," he added.
