Residents in north Cornwall are being asked for their views on the county's bid to become a unitary council. North Cornwall District Council is to send a survey out to 6,000 residents at a cost of �4,000 asking whether they agree to the move.
Under the plans being put to government by the county council, the six district councils would be scrapped and replaced with one single authority.
Cornwall is among 16 short-listed to become a unitary authority.
The county council claims unitary status would give Cornwall a coherent voice and save money by reducing bureaucracy and duplication of services.
The final decision is being taken by the government in July.
