Thousands of Cornish households are being asked to comment on Cornwall County Council's performance. The council is sending a 16-page questionnaire to 2,500 homes asking for views on services such as social care, recycling, buses and libraries.
It also aims to assess how effectively the council deals with complaints, and find out what residents feel makes somewhere a good place to live.
The results will be used to monitor the performance of services.
Householders have four weeks to complete the survey.
Addresses were chosen to take part at random by the Department for Communities and Local Government.
