Tourism leaders in Newquay are calling for a change in the town's by-laws to stop all-night beach parties. This summer there have already been several complaints about noisy groups.
The latest from Viscount Long, who owns an island home at Towan Beach, claimed there were times when he feared for his safety.
Mavis Warman, chairman of Newquay's chamber of commerce, said: "We have all got to work together as a town, the police, borough council and town council.

"We have to make sure that we have by-laws in place that give them the powers and everything necessary to stop these things going on. "We have as an organisation been contacting all parties about the issue and we are very much hoping they are doing something about it."
Viscount Long, 74, said the beach parties had got "totally out of control".
In one incident, he said up to 2,000 people had gathered on the beach below their home which is connected to the mainland by a bridge.
"Some screamed and yelled in a way suggesting they were high on drugs or alcohol," he said.
"It was tinder dry. We were afraid they would set fire to our shrubbery and the bridge."
A town council spokesman said a meeting had been arranged with Restormel Borough Council and the police to discuss the problem.
