A disabled man has made an offical complaint after claiming that a police officer tried to handcuff him after he parked on double yellow lines. Laurence Winter, 57, from Bristol, has chronic emphysema, and says the officer did not believe he was disabled.
Avon and Somerset Police said that his car was causing an obstruction.
Disabled badge holders are allowed to park on double yellow lines for up to three hours with their permit showing, except in certain circumstances.
These include in bus or cycle lanes, on pedestrian crossings, where loading and unloading is prohibited or if there is a sign preventing them from doing so.
Refusing to pay
Mr Winters says none of these restrictions were in place, and that he was injured on the wrist when the officer tried to handcuff him, before Mr Winters pulled away.
Avon and Somerset Police has confirmed it has received a complaint and has issued a fixed penalty notice.
A spokesman said Mr Winters was unruly, and added: "In this case, it would appear that the car was causing an obstruction.
"A police officer is within his rights to issue a fixed penalty notice if a person holding a disabled badge parks in such a way as to be causing an obstruction.
"If people do not park in accordance with the regulations then ultimately they are at risk of losing their disabled badge."
Mr Winters added: "I explained to the officer that I was legally entitled to park on the double yellow lines for up to three hours. I'd only been in the shop for three minutes.
"I've never been treated so badly in all my life. Right from the outset, the officer's tone was menacing and he was adamant that I was causing an obstruction."
Mr Winter is refusing to pay the �30 penalty notice.
