Children's services are being reshaped in Bristol, in response to the death of Victoria Climbie, aged eight, in 2000. The council wants to share information more effectively and will appoint a Director of Children's Services.
And an electronic file will be kept on every child to allow monitoring and help for those at risk.
The shake-up meets the legislative requirements of the Children Bill, introduced in response to the Victoria Climbie Inquiry.
'Quality services'
Victoria was tortured to death in London after the authorities missed a dozen opportunities to save her.
Annie Hudson, director of children's services for Bristol council's social services department, said: "These are exciting and challenging times for children's services.
"It is going to be important to ensure that the views, ideas and expertise of all those working with children and families help shape thinking about potential new arrangements.
"Whilst also making sure we continue to provide quality services to vulnerable children."
