South Gloucestershire Council has written to school headteachers asking them to look at the use of cameras on mobile phones. It says there may be situations in schools when it is inappropriate for children to use the cameras.
Individual headteachers will now decide if they want to implement a ban.
Council spokesman, Matthew Rees, said: "There are situations where their use would be inappropriate because of child protection issues."
Mr Rees denied they had suggested an outright ban.
"We issued a letter offering guidance, but we can't ban them. That is down to the schools."
