A mother whose son died from cystic fibrosis is hoping her experience will encourage people to become organ donors. Veronica Bowden's appeal is being made via a message with people's council tax bills.
Rutland County Council has also agreed to send out donor registration forms.
Ms Bowden's son, Richard, died at the age of 19 just 24 hours after having a lung transplant.

The transplant, carried out last October, was too late to save his life.
Ms Ogden said: "It is an emotive issue when you lose a child.
"But when you lose a child in such dire circumstances, people tend to put themselves in your position and that's what I'm hoping people will do when they read (my plea)."
Just 16% of the population are currently on the donor register.
Over 5,000 people in the UK are currently waiting for an organ transplant, according to the NHS.
