The council denies the move is to cut costs
Old people's homes could close throughout Devon under plans by the county council to overhaul its social care services.

The proposals are contained in a review of services for older people published on Thursday.

The suggested programme would provide support for elderly people in their own homes instead.

But one of the authors, the director of social services David Johnstone, denied that the motive behind the proposed changes was to cut costs.

The proposals "are based on what people want".

It is thought that more than two dozen homes could be closed down or sold off if the proposals are implemented.

Mr Johnstone rejected a comparison between his plans and the recent closure of old people's homes in Plymouth.

"I wouldn't want a comparison between the strategy and closure programmes in any authority really.

"All authorities face financial pressures and have to take decisions from time to time about closing resources.

"This is a programme about a strategic vision for the future - we are outlining new developments, new ways of working in partnership with health and housing."

Government funding

A spokesman for Devon County Council said that the proposals might even cost more than the existing system.

"It is based on what people have told us they want," he said.

The council now hopes for increased government funding to support the programme.

It has repeatedly criticised the government for failing to fund social services properly in Devon, which has a high proportion of elderly people in its population.

The reviews will now be discussed by the council.
