CCTV focuses on litter bugs

Informants will be given �50 rewards
A council is using CCTV cameras to zoom in on litter bugs and then publish the pictures in a "rogue's gallery".

Merton Council in south London says it will fine anyone who is known to the council and filmed dropping litter.

If the local authority cannot identify the culprit then their photograph will be published in the local newspaper and put up at libraries and the civic centre.

Anyone who can put a name to the face will be given a �50 reward for information leading to a successful prosecution.

The 24-hour surveillance system in the borough, made up of 60 cameras, will be used to film people who throw litter, abandon vehicles, fly-tip or paint graffiti.

Council leader councillor Andrew Judge said: "Quite frankly the council has had enough.

"We have continued to put more and more resources into cleaning the borough.

"But the rubbish just continues to pile up.

"Now is the time to get tough. It is not the council who litter, sadly it is residents and people passing through the borough."

Those prosecuted could face fines of up to �4,000 for the worst cases of fly-tipping.

Merton's environment spokesman Russell Makin said: "The council takes stick if something it should do doesn't get done.

"Now it's time for the anti-social elements of our community to accept that their behaviour is simply not acceptable in Merton.

"I do not care who is filmed littering, if they are caught and identified they will be prosecuted.

"If we cannot get a name they will join Merton's Rogue's Gallery for everyone to see them at their worst."
