| Wednesday, 10 October, 2001, 13:00 GMT 14:00 UK Port will 'blight' national park ![]() The Dibden Bay area is "wild and tranquil" Government countryside advisers have condemned plans for a port within the planned boundary of a new national park. The Countryside Agency (CA) says the planned Dibden Bay development in Hampshire, would have a "dramatic, negative environmental impact" on the New Forest National Park. It has sent evidence to the public inquiry into the scheme. The agency says the proposed port area is "wild but tranquil" and gives views into the forest. Duncan Mackay, CA south east regional director, said: "We have a statutory duty to designate national parks under the National Parks and Access to the Countryside Act 1949. 'Nearing completion' "We began the designation process for a New Forest National Park in October 1999." He said the process is nearing completion and a proposal should be presented to the environment secretary in December. Mr Mackay said: "At Dibden Bay the proposed national park boundary includes the site of the port development. "This is land which, in the agency's view, meets the statutory criteria for designation because of its landscape quality. "It is the largest surviving link for the forest to the waterside. It has a wild but tranquil aspect and is important because of its amenity value as a setting for water-based recreation and views in and out of the forest." Mr Mackay said the public consultation held by the CA confirmed the area does meet the criteria and should be in the National Park. Southampton city council has now submitted its evidence to the Dibden Bay Terminal Inquiry.
