Universities 'want' higher fees

Students in England and Wales could face a big rise in tuition fees, if universities get the increases they want, according to a BBC News survey.

Two thirds of vice chancellors, speaking anonymously, said they needed to raise fees, suggesting levels of between �4,000 and �20,000 per year.
