The role of social services in the life of Shannon Matthews is under scrutiny after her mother's conviction for kidnapping her own daughter.
Karen Matthews, 33, was found guilty on Thursday of kidnap, false imprisonment and perverting the course of justice.
The BBC has learnt that Kirklees Council commissioned a psychological report into Matthews in December 2003.
It said she needed constant monitoring, but her children were later taken off the child protection register.
