The Haringey Local Safeguarding Children Board (LCSB) had launched an investigation following the death of a 17-month-old baby.
Chair of the LSCB, Sharon Shoesmith, said they had followed the case carefully but deceit in Baby P's home and communication between agencies had made their job more difficult.
