The Public and Commercial Services Union (PCS) has decided to ballot its members over industrial action.
General Secretary Mark Serwotka told the BBC that many members were on 'poverty wages' and thousands earning the minimum wage.
Unions have gathered in Brighton for the TUC annual conference.
