Stalkers could have to sign up to a list similar to the sex offenders' register, according to a Home Office minister.

Charles Clarke told the BBC the government was considering legislation which would force convicted stalkers to tell the police of any change of name or address.

He said the suggestion had been put forward by a woman who has been stalked for eight years.

In 1992 Tracey Morgan noticed she was being stalked by a man called Anthony Burstow.

For years he made threatening phone calls and sent poison pen letters, watched her house, poured oil on her car, covered her lawn with condoms and sent her sanitary towels in the post.

He even broke into her home to plant listening devices in the bedroom.

Ms Morgan's case prompted a review of the criminal system. In 1996 Burstow became the first person to be jailed for the new crime of causing psychological grievous bodily harm.

He served half of a five-year sentence and is now under a restraining order which prevents him from entering Berkshire, where Ms Morgan now lives.

But she has recently found out he has changed his name to that of one of her ex-boyfriends and says she would feel safer if the police had Burstow's details on record.

Mr Clarke told BBC Radio 5 Live he had taken Ms Morgan's suggestion on board.

He said the Home Office would be reviewing in June whether further action was needed against stalkers.

Mr Clarke said there were practical issues to be addressed, but he said the Home Office was pleased with the success of the sex offenders' register and Jack Straw might consider repeating it with stalkers.

Celebrity stalkers

High-profile cases such as that of murdered Crimewatch presenter Jill Dando have heightened public concerns over stalking. Police now think it most likely she was shot by a stalker.

Another TV celebrity, Meridian news presenter Sarah Lockett, 34, was stalked for more than a year before her tormenter was arrested.

Jeremy Dyer, 30, of no fixed address, later admitted harassment but was found not guilty of threatening to kill Ms Lockett.

Dr Joan Francisco, 27, was strangled at her London home on Boxing Day, 1994, after being stalked for five years by her ex-boyfriend, Anthony Diedrick. He was later sentenced to life imprisonment.

The ordeal of Pamela Anderson lookalike Perry Southall made the headlines in 1997 when Clarence Morris was jailed for five years for stalking her.

He was said to have bombarded the 20-year-old London dental receptionist with love letters, flowers, champagne and underwear and hammered on the windows of the practice where she worked.
