Judge Selwood said: "There was a breach but it came to light when you yourself reported your contact with children to the police.

"The contact you had was just that, contact. It was a meeting with children of a man at his home, not just one meeting but several.

"You were never left alone with the children and the most that happened was that on one occasion you asked one of the children if she was ticklish.

"I am bound to take the view, it seems to me, that the breach of the sex offenders' order was not in itself a grave breach but remained a very worrying breach.

"The fact does remain that you are assessed by the experts as having a form of mental disorder and a personality defect and as being a grave risk to the public and your criminal record is bad."
