Swat return 'must be voluntary'

UN Emergency Relief Coordinator, John Holmes, says conditions must be stable and secure before people displaced by the Pakistani army's campaign against the Taliban in the north-western Swat Valley can return home.

Mr Holmes said the Pakistani government had told the UN it accepted that the decision of people to return had to be voluntary.
