The United Nations has urged the Afghan authorities to take urgent measures to make the army and the defence ministry more representative of the country's ethnic make-up. Correspondents say most key posts in the Afghan defence ministry are still held by men of Tajik origin, despite promises to make its staff more closely reflect the country as a whole.
And the correspondents say there are suggestions of similar ethnic-Tajik domination of the new armed forces currently being built up.
The United Nations warned that failure to change the situation would undermine efforts to disarm the powerful militia groups which control much of provincial Afghanistan.
