He will do so at a meeting with international donors during a meeting in the Belgian capital, Brussels, on Monday.

His meeting comes at a time of concern that possible military conflict in Iraq is detracting from the multi-billion dollar needs of Afghanistan.

On the eve of the meeting, the president of the World Bank, James Wolfensohn, said that the world's attention had moved away from Afghanistan, which made it difficult to raise new funds.

Mr Wolfensohn described Afghanistan was a proving ground for showing that the international community could stay the course in helping a fragile country recover in the aftermath of conflict.
