Kamm's case for a President Blair

Gordon Brown has called for Tony Blair to be the first President of the European Council and Times Columnist Oliver Kamm puts the case for the former PM to lead the race over Mr Balkenende, Mr Juncker, Mr Schussel, Mr Verhofstadt, and Mr Rompey.
