The Department of Health declined a request for an interview in relation to Newsnight's report on children who sexually abuse other children, but in a statement the Care Services Minister Phil Hope said:

"This is a difficult and challenging issue that must be approached in a sensitive way if we are to offer appropriate support and intervene as early as possible.

"Treatment and support must be based on the particular needs of the child and address the underlying causes of the behaviour.

"We are developing a cross government framework so society can better help this highly vulnerable group of young people and prevent them from future offending."
