The French possessions of St Pierre and Miquelon, in the North Atlantic, just off Canada, have launched a bold bid to seize control of a huge tract of undersea territory.
Their fishing industry has collapsed but the people believe there is a future exploiting the ocean for oil and gas.
In this week's Crossing Continents, Bill Law explores the little islands spoiling for a big fight.
