Palestinian Authority President Mahmoud Abbas has ruled out indirect talks with Israel unless the Jewish state stops expansion of its settlements.
At a meeting of the Arab League in Libya, UN Secretary General Ban Ki-moon had called on the League's members to support US efforts to restart Middle East peace talks.
But leaders unanimously condemned Israel's refusal to back down in a row with the US over East Jerusalem.
