Mark Regev, the Israeli Prime Minister's spokesman, told the BBC that Hamas were to blame for the latest incident in which at least 30 people were killed in an Israeli artillery attack near a UN school in the Gaza Strip.
On Radio 4's The World Tonight he claimed that Hamas were guilty of using civilians as "human shields".
