Livni: 'Civilians pay the price'

Israeli Foreign Minister Tzipi Livni has said that Israel is targeting militants in Gaza city but that civilians "also pay the price for what Hamas is doing".

Israeli air raids have pounded the Gaza Strip for a third day, hitting key sites linked to Hamas.
