A powerful car bomb exploded at a police station in Nazran, in southern Russia, as police lined up for a shift change.
The attack in the republic of Ingushetia killed 19 and injured more than 60 people, including a number of children.
The suicide bomber was reported to have rammed his vehicle into the gates of the police compound.
Many of the wounded were said to be in a serious condition. The blast destroyed cars and buildings in the compound, as well as damaging nearby homes.
The attack comes amid a recent surge in violence in the mainly Muslim North Caucasus region of Russia. Militants have targeted police and government officials in particular.
Monday's blast was described as the deadliest attack in Ingushetia in months.
