Hurricane Dolly has made landfall, bringing winds of up to 100mph (160km/h) and heavy rain to coastal Texas and northern Mexico. In Texas, where power cuts have affected 13,000 people, some 2,000 people have been moved to temporary shelters. Residents have been batoning down the hatches on both sides of the border. In Mexico, 5,000 soldiers and civil protection officials manned shelters and patrolled evacuated areas to prevent looting. Towns and cities in the Rio Grande Valley in southern Texas are on alert in case heavy rain causes flooding. Up to 38cm (15in) of rain is expected.
