The Queen was caught on film reprimanding Italian Prime Minister Silvio Berlusconi for being too noisy.
The incident took place at a Buckingham Palace photo shoot for the G20 leaders. The Queen is thought to have said to Mr Berlusconi: "What is it, why does he have to shout?".
