Council housing transfer
The government is undertaking a programme to transfer the majority of public housing from the control of local authorities to voluntary bodies like housing associations or private housing companies. BBC News Online examines the controversy and looks at the largest single proposed transfer.

Glasgow City Council housing tenants are due to vote in November on whether to approve a transfer of 90,000 homes from the local authority to the Glasgow Housing Association.

Glasgow's council housing stock is considered to be among the worst in the UK and in need of urgent repairs.

The council says much needed repair work can be carried out on the dilapidated stock as the housing association can borrow money from the private sector.

Critics say tenants' interests have been polarised with little thought for how the proposals will affect them in the long term - and there could be higher rents in the future.

So who should run council housing..and for whose benefit?
