Russia announces rearmament plan

The Russian President, Dmitry Medvedev, has announced plans for what he called a comprehensive rearmament of the country's army and navy.

He said modernisation, to begin in 2011, was necessary because of political and military tensions in the world.

Moscow is concerned about the enlargement of Nato and the threat of regional conflicts.
