Pakistan progress on Mumbai 'not enough'

India's foreign minister Pranab Mukherjee has told parliament in Delhi that Pakistan's acknowledgement of a link to the Mumbai attacks was 'a positive development.'

But he stressed India would monitor closely the Pakistani government's efforts to bring those who planned the attacks to justice.
