Serbian state television has shown pictures of four Westerners who were arrested on Tuesday and accused of being spies and plotting acts of sabotage.

The television showed the men sitting at a table on which foreign money, a knife, a piece of wire and an Albanian map of Kosovo were spread out.

The four -- two Britons and two Canadians -- were arrested in the border region between Kosovo and Montenegro, Serbia's junior partner in the Yugoslav Federation.

The Yugoslav army said the men were armed and carrying explosives.

The British Foreign Office has condemned the arrests saying no evidence had been produced to justify them.

The detainees -- two aid workers and two police trainers employed in Kosovo -- are believed to have been returning from a holiday. The BBC correspondent in Belgrade says the Yugoslav President Slobodan Milosevic may be trying to incite anti-Western feeling to improve his chances in forthcoming elections.
