Belgian PM Herman van Rompuy named as EU president

Belgian Prime Minister, Herman van Rompuy, has been appointed the first European Council President, while Britain's EU commissioner Lady Ashton has been appointed Europe's foreign affairs supremo.

Gordon Brown has welcomed the appointment of the Labour peer as the EU's high representative on foreign affairs and security.
