Brown: "It's time to look forward"

Gordon Brown has said the 'Yes' vote in the Irish referendum on the EU's Lisbon treaty should signal the end of an "obsession" with institutional reform.

Mr Brown said it is time to look forward to a Europe that "acts rather than simply talking about institutional change".
