Nato's secretary general has raised doubts about persuading countries to contribute more troops to Afghanistan because the government is planning new laws which, he says, fundamentally violate human rights.
Jaap de Hoop Scheffer was talking about a planned law that, among other things, sanctions rape within marriage.
