Sarkozy warns EU over treaty

French President Nicolas Sarkozy has told the European Parliament that further enlargement of the EU will only be possible if the institutional reforms outlined in the Lisbon Treaty are implemented.

Mr Sarkozy made his comments in a speech to MEPs in Strasbourg.
