The European Commission (EC) is proposing new restrictions on hand luggage on flights from EU airports. Transport Commissioner Jacques Barrot said the measures were a response to last month's alleged plot to blow up US-bound planes flying out of London.
The measures include limiting the amount of liquids allowed on board to small perfume bottles and medicine.
EU experts will discuss the plans in the coming weeks and a formal decision will be then taken by the EC.
"We believe we found a good balance for the need for more security and the need to keep air transport... easy and smooth," Mr Barrot said.
The EU last week agreed to screen electronic equipment - such as laptops - separately.
In another development, British officials have said the government hopes to ease the current stringent restrictions on hand luggage in the country's airports.
They say passengers will probably be allowed to take larger bags on board starting from next week.
They should also be able to carry some liquids, but this will depend on test results, officials say.
