Mandates of 12 new committees and departments will be discussed
The fine tuning of Guernsey's new government will be discussed by the States later this month.

The mandates of the 12 new committees and departments are set out in this month's billet, together with proposals for two new watchdog committees.

Advisory and Finance Committee president, Deputy Laurie Morgan, said the policy letter was just another stage in the process towards a new government.

"The debate this month is about getting the mandates agreed, which I think they will be," he said.

"All we are doing is fleshing out what was decided in May, so it shouldn't be anything controversial.

'Lack of accountability'

"I am very confident all the necessary machinery will be in place for all the new politicians to take over."

But one politician has branded the entire process a fraud.

Deputy John Roper said changing committees to departments and presidents to ministers was just the same constitution under different titles.

He is concerned that the new constitution will lead to a lack of accountability, as politicians will no longer be singularly responsible for decisions.

He said the process was tinkering, rather than reform.
