Jersey's Policy and Resources Committee has been urged to come up with more immediate plans to control population in the island. The committee announced earlier in the week it is considering having a licensing scheme to allow people to settle on the island.
The committee wishes to "monitor" the situation before bringing in any concrete plans for a working immigration policy.
However, the Jersey Rights Association (JRA) is concerned this is just a delaying tactic to put off having to make any real decisions.
Delaying issues
Policy and Resources Committee says there could be a licensing system introduced so everyone who wants to live in Jersey would have to have a permit.
The permit would then entitle them to buy houses on an even footing, doing away with the two-tier housing system.
But JRA chairman Rui d'Abreu claims just monitoring the situation is just a way of delaying the issue and not putting in place a meaningful scheme to control Jersey's population.
He believes the Policy and Resources Committee is dragging its feet on the matter and should do something more effective quickly.
The Policy and Resources Committee said any population policy has to look at several factors.
They include sustainability, the working of the island's economy, the implications of an ageing population, legal considerations relating to immigration and estimates of the future size and profile of the island's population.
