Senator Stuart Syvret wants a full debate on the matter

Any new taxes imposed on Jersey people will have to be debated in the States if a proposals is approved by the island's government.

Senator Stuart Syvret, President of Health, wants a full debate before charges like the one proposed for sewage can be levied.

For Senator Syvret the sewage charge is the first of what he is calling "stealth taxes".

The charge - which will cost each household �80 next year - is being introduced by Environment and Public Services to balance its books.

Proposal lodged

But Senator Syvret thinks that is wrong.

And he has lodged a proposal which, if approved, will mean all new user pays charges will not be introduced without specific States approval.

"Whatever the merits or demerits of any such charge the States of Jersey will at least have the opportunity to debate the question," he said.

"Assuming, of course, that the States agree to approve my proposition."
