Proposals for Guernsey's future system of government could have been better thought through, according to one local politician.
Deputy Tony Webber is bringing a sursis on some of the more far-reaching proposals.
He said the fact 38 amendments are being brought is evidence that Guernsey is not ready for all the changes.
"That is an indication there is a degree of disagreement on the proposals which will come before the States for debate," he said.
"We have got to be careful because we are talking about the system of government for the next generation.
"It is very important we get it right."
