| The BBC has set out its vision for the future as it seeks a renewal of its royal charter. Director general Mark Thompson and chairman Michael Grade launched the BBC's charter review paper on Tuesday. Here is an outline of its main points: BBC REGULATION A reformed board of governors, independent of BBC management and open to scrutiny. Programmes and BBC services to pass a "public value test" before approval is given. Tests to include reach, quality, impact and value for money. Governors to hold BBC managers to account for programmes and services that fail value test. Making complaining to the BBC easier and faster. A more open attitude and active right to reply. DIGITAL BRITAIN Improving public access to the BBC's digital services and encouraging more active and interactive participation. Opening up creative archive, with access to content "treasure trove". More open centres and learning buses. Switchover from analogue to digital services by 2012. A halt to any further digital expansion. A BBC FOR ALL THE UK Moving more BBC staff out of London and into the regions to better serve its national audience. A new regional centre in Milton Keynes, and �1bn spent outside London over 10 years. Supporting civic life and national debate through news and information. Strengthening journalism, restoring current affairs to TV. Ultra local news services for up to 60 British cities. BUILDING PUBLIC VALUE Making "original, risky, inventive, imaginative" programmes in drama, comedy, entertainment and sport. More interactive events such as the Big Read. Launch of a digital curriculum for schools and enhanced learning opportunities on BBC online. A vigorous campaign to keep the licence fee. Looking at ways to make it more affordable for the poorer. Find the best new talent and defy standard programme categories. More investment in BBC Four and give culture a more prominent place on BBC One and BBC Two - committed to our role on all platforms as a cultural patron.
