The Indian government is expected to introduce a bill that would help US companies tap into the country's lucrative nuclear market.
It will limit the liabilities of companies operating power plants in India in the event of a nuclear accident.
The plans are proving controversial in a country that still has clear memories of the world's worst industrial accident.
A gas leak at the Union Carbide plant in Bhopal killed at least 15,000, and left over 100,000 ill on 3 December, 1984.
