President Sarkozy of France has hosted a summit in Brussels for the EU's 27 heads of state and government, ahead of the G20 summit in Washington.
Speaking at a news conference after the meeting, UK Prime Minister Gordon Brown said that European leaders had agreed on a number of reforms.
