The boss of Anglo-Dutch energy giant Shell has said the firm has addressed Russia's environmental concerns over its Sakhalin-2 energy project. Shell chief executive Jeroen van der Veer said that the concerns have been "fully and transparently addressed".
However, a Russian official said that no plans relating to the $20bn (�11bn) scheme have been received.
Russia has been threatening to withdraw Shell's license to develop the oil and gas field over environmental concerns.
Russia's Natural Resource Minister Yuri Trutnev warned that "absolutely any sanctions" were possible if Shell's proposals were unsatisfactory.
Mr Trutnev said that if Shell's plan was acceptable then the development of the gas and oil field would not be stopped.
He added that Mr Van der Veer had given assurances that the problems were being resolved.
Shell has been given until the end of October to rectify the alleged violations.
