The International Monetary Fund has refused to restore Zimbabwe's voting rights within the financial agency. The IMF board said Zimbabwe still owed a further $119m (�68.5m) to a poverty reduction and emergency scheme.
The IMF postponed a decision to expel Zimbabwe after it repaid $120m of its debt to the fund and pledged to clear the rest by November 2006.
The organisation has stated it will review its relation with Zimbabwe in September.
Zimbabwe has been plagued by high inflation and chronic unemployment. Annual inflation reached 400% in December and is expected to climb even further.
