More than one-fifth of South Africa's tourism industry must be in the hands of black investors within five years, according to a new draft charter The black empowerment document was given to the government on Wednesday.
Within a decade the proportion must be 35% according to the draft, drawn up by South Africa's tourism industry - the country's top foreign-exchange earner.
The government is pushing industries to agree empowerment quotas to give the black majority population more power.
Mining and finance
Even though apartheid ended in 1994, the majority of the continent's largest economy remains in the control of the white minority.
Some industries, like mining and the financial sector, have already come up with similar charters aimed at redressing the balance in terms of ownership, employment management and procurement.
Empowerment should lead to the promotion of black South Africans, including women, to company boards and transform the way companies choose their staff.
But there have been controversies about whether black South Africans are being used as mere figureheads by some firms, and whether the initiative is deterring outside investment in the country's economy.
