US Secretary of State Hillary Clinton has spoken of strengthening international ties with South Korea but she has urged North Korea to stop being provocative if it wants a better relationship with the new United States administration.
Mrs Clinton was speaking during a visit to Seoul where she announced she has appointed a special envoy to North Korea.
