| Friday, 6 March, 1998, 13:59 GMT Business executives judge Singapore efficient, Vietnam bureaucratic A report by a Hong Kong-based consultancy says Vietnam is considered by businessmen to have the most difficult bureacracy in the region. Based on survey responses by business executives, the report says Singapore overtook Hong Kong as the most efficient country in the region, with the least bureaucratic obstruction of business. The authors of the report the Political and Economic Risk consultancy say the survey suggests China is improving, while Japan is getting worse in terms of frustrating the business community.
